LEWISBURG – Homicide charges have been withdrawn against a Sunbury man involved in a deadly home invasion in Union County. For the second time, prosecutors have withdrawn homicide charges against 40-year-old Herbert Tiebout of Sunbury, after a key witness refused to testify. Tiebout was facing charges for the shooting death of 51-year-old Randy Sampsell near Miffinburg in June of 2012. Justin Richard, who is serving up to 32 years in prison for the deadly home invasion, refused to testify in the Tiebout trial. Tiebout remains jailed for a parole violation at SCI Bellefonte and will remain there for 6 to 12 years on drug charges in Northumberland County. (Ali Stevens) Follow
