MIFFLINBURG – State police have refiled murder charges against a Sunbury man accused in the shooting death of Randy Sampsell on June 12, 2012. Charges against 39-year-old Herbert Tiebout were dropped when another suspect in the case, Justin Richard of Mifflinburg, was in a preliminary hearing and recanted incriminating testimony he gave about Tiebout . However, Richard changed his story again and later testified against Tiebout. Under terms of a plea agreement, Richard was sentenced to 16 to 32-years in prison.
